UP Sahbhagita Yojana 2021 | CM Destitute Cow Participation Scheme | Rs. 900 p.m for Adopting Stray Cattle

Uttar Pradesh govt. has launched UP Sahbhagita Yojana 2021 or Chief Minister Destitute Cow Participation Scheme. Under this scheme of UP govt., each person who adopts 1 stray cattle will get Rs. 900 every month. This is because existing cow shelters are over-flowing with animals. Yogi Adityanath decides to put up 1 lakh such cows for public adoption. The state govt. will transfer Rs. 900 per month to bank account of willing persons who take home a cow.

Each such animal which is adopted would be ear-tagged for identity purposes under UP CM Destitute Cow Participation Scheme. Earlier in 2019, farmers in UP had taken up arms and protested over stray cattle destroying their fields. This is an aftermath of decision of ban on illegal slaughter of cattle in Uttar Pradesh.

There were various instances of farmers locking up stray cattle in govt. schools and offices which led to UP govt. to order opening of new cow shelters in every district. The UP govt. is paying Rs. 30 per day to upkeep each cattle to cow shelters too.

UP Sahbhagita Yojana 2021

On the occasion of Gopashtami, Uttar Pradesh CM Yogi Adityanath on 22 November 2020 handed over cows to 11 families who had malnourished children, under the Sahbhagita Yojana. In this co-participation scheme, govt. gives Rs. 900 every month to people who take care of cows. As per the official statement, this serves the dual purpose of preserving cows as well as providing nourishment to under-nourished children.

CM Destitute Cow Participation Scheme Implementation

As many as 66,257 cows have been given under the scheme, out of which, 1071 cows distributed among 1069 families of malnourished children. During a programme at a cow shelter at Tanda Fall in Mirzapur, CM Adityanath said that the scheme was a part of the process of ‘brightening the future of the society as well as the nation’.

“The scheme is a part of the process of brightening the future of the society as well as the nation. We have made an arrangement that all the destitute cows will be brought to the cow shelters and if any farmer is willing to keep the cow, he will be given Rs 900 per month as maintenance charges. The system will also be reviewed every month”, he said.

Yogi Govt. to Pay Rs. 30 / Day on Adopting Stray Cattle

As the cow shelters are overflowing with more than 10 to 12 lakh cattle and there are reports of cows dying due to neglect. So, UP govt. has approved a new Chief Minister Destitute Cow Participation Scheme. In this scheme, all the willing farmers, dairy farmers or common people can adopt a cow from existing shelters and take animal home.

1st Phase of UP Sahbhagita Yojana

In the 1st phase of adopting stray cattle scheme, govt. will hand over 1 lakh cattle to such members of public. UP govt. is going to transfer Rs. 900 per month to bank account of each such farmer for up-keep and nutrition of animal. The District Magistrates are going to identify such “willing adopters”. The state govt. of Uttar Pradesh will spend Rs. 109 crore on this exercise annually.

Need for UP Sahbhagita Yojana

In order to avail the scheme benefits, person who adopts the animal cannot sell or let loose / abandon the animal. The UP govt. will setup committee in each district to monitor exercise and each such animal handed over would be ear tagged. This ear tagging is to be done for identity and subsequent monitoring.

The UP government has the “potential to create employment and increase social participation”. This would increase the income of farmers and would reduce the extent of stray cattle in UP. In the subsequent phases, more cow can be put up for adoption depending upon initial success.

UP गोवंश सहभागिता योजना आवेदन फॉर्म प्रक्रिया / पशुपालक चयन पात्रता

अगर कोई भी निराश्रित / बेसहारा गोवंश का पालन करना चाहता है तो वह इच्छुक कृषक / पशुपालक मुख्यमंत्री निराश्रित / बेसहारा गोवंश सहभागिता योजना के लिए कैसे योग्य हो सकता है इसके लिए जानकारी नीचे उपलब्ध है:

  • इच्छुक व्यक्ति संबंधित विकास खंड का मूल निवासी होना चाहिए और वही पर रह रहा होना चाहिए।
  • इच्छुक कृषको/ पशुपालको / अन्य व्यक्तियों के पास पालन-पोषण का अनुभव होना चाहिए और उसके पास पशुओं को रखने का पर्याप्त स्थान होना चाहिए।
  • इच्छुक कृषको/ पशुपालको को केवल 4 गोवंश ही दिये जाएंगे अगर किसी गाय के साथ बछड़ा भी है तो ऊब दोनों को एक गिना जाएगा।
  • आवेदक का किसी भी बैंक में खाता होना चाहिए।
  • जो भी लोग दूध आपूर्ति या समितियों से जुड़े लोगों को प्राथमिकता दी जाएगी।
  • प्रशिक्षित पेरावेट या पशुमित्र को भी प्राथमिकता दी जाएगी।
  • इच्छुक व्यक्ति चयन हेतु निर्धारित प्रारूप भर कर (आधार कार्ड / वोटर कार्ड / राशन कार्ड) और बैन पासबुक की कॉपी के साथ आवेदन कर सकता है।
  • व्यक्ति निराश्रित, बेसहारा गोवंश सहभागिता योजना के आवेदन पत्र को ब्लॉक के खंड विकास अधिकारी / पशु चिकित्सा अधिकारी से प्राप्त कर सकता है।

योगी आवारा पशु योजना (Stray cattle scheme) लाभ

– जिलें के डीएम आवारा पशु योजना (Yogi Adityanath Stray cattle scheme) के तहत इच्छुक किसानों व पशुपालकों की लिस्ट तैयार करेंगे जिससे उनके खातों में डीबीटी के जरिए 30 रुपये प्रति गोवंश प्रतिदिन के हिसाब से उनके बैंक खाते में जमा किए जाएंगे।
– पशुओं की ईयर टैगिंग भी की जाएगी जिससे किसी भी प्रकार के भ्रष्टाचार की संभावना कम हो जाएगी।
– पशुपालकों, किसानों द्वारा आवारा पशुओं को आसरा देने से रास्ते में निराश्रित पशुओं द्वारा होने वाली सड़क दुर्घटनाओं में भी कमी आएगी।
– इसके अलावा तहसील, ब्लॉक व जिला स्तर पर समिति का भी गठन होगा। स्थानीय समिति प्रगति से बीडीओ व एसडीएम को अवगत कराएगी।
– डीएम दफ्तर में पूरा ब्योरा होने की वजह से किसान या पशुपालक जिसने भी निराश्रित पशु को योगी आवारा पशु योजना 2020 के अंदर लिया है वह गोवंश को बेच नहीं पाएगा। ऐसा करने वाले लोगों पर सरकार द्वारा कारवाई की जाएगी।
