Jharkhand government will launch Two Wheeler Petrol Subsidy Scheme from 26 January 2022 across the state. In this scheme, the state govt. led by CM Hemant Soren will offer Rs. 25 per litre relief on fuel (petrol / diesel) price in the form of cashback for 2 wheelers to the poor people. It is a first such decision taken by a state to tackle rising fuel prices which aims to benefit below poverty line (BPL) families.
CMSUPPORTS App for Jharkhand Two Wheeler Petrol Subsidy Scheme
The Jharkhand cabinet on 19 January 2022 approved the petrol subsidy scheme aimed at providing Rs. 250 every month through direct benefit transfer (DBT) to each of the eligible ration card holders in the state who own an on-road two-wheeler. In order to roll out the scheme on Republic Day from Dumka, chief minister Hemant Soren also launched CMSUPPORTS App. This app will be used for registration and verification of all beneficiaries under the Chief Minister Subsidy on Purchase of Petrol for Riding Two-Wheelers Scheme.
“All beneficiaries registered under the national food security Act and the state food security Act who have an on-road two wheeler would be eligible for Rs. 250 as petrol subsidy every month. The money would be transferred through DBT in their bank account. The scheme is estimated to cost the state government Rs. 901.86 crore annually. A provision of Rs. 100.49 crore has been made for the remaining months of the current financial year 2021-22,” said cabinet secretary Vandana Dadel. Though the exact number of beneficiaries are yet to be ascertained, there are around 59 lakh beneficiaries under the NFSA in the state.

On 29 December 2021, while announcing a slew of schemes to mark 2 years of the JMM-led coalition government, Chief Minister Hemant Soren announced Rs. 25/L fuel price relief offer. CM mentioned that “We know that the prices of petrol and diesel are skyrocketing, affecting the poor. There are motorcycles in houses of the poor, but people can’t ride them because they don’t have money for petrol. The person is not able to go to the market to sell his crop. We hear that people are mixing kerosene and petrol to ride motorcycles. We will reduce the price by Rs. 25 per litre of petrol.”
Conditions to Get Subsidy on Fuel Price for 2 Wheeler in Jharkhand
The petrol subsidy scheme would be rolled by chief minister from Dumka on January 26. To avail the scheme, beneficiaries ought to be a ration card holder of the state and their card needs to be linked with Aadhar. “The bank account of the applicant should be linked with Aadhar and updated mobile number. The two-wheeler should be registered in name of the applicant. The vehicle needs to be registered in Jharkhand and the applicant should have a driving licence,” an official said.
The applicant would have to feed in his/her ration card and Aadhar details on the app, which would further function on an OTP-based system for further verifications. “While the office of district supply officer would verify ration card details, the district transport department would very the vehicle registration authenticity. Once approved, the applicant would be eligible for the monthly subsidy,” an official said.
Thus it can be inferred that under Jharkhand Two Wheeler Petrol Subsidy Scheme, all those citizens who possess ration cards will get the petrol / diesel subsidy with a cap of 10 litres per family for two-wheelers. Jharkhand state government “may transfer the money directly into accounts”. Jharkhand is the first state to adopt such an innovative measure like Two Wheeler Petrol / Diesel Subsidy Scheme to provide relief to a selected group of people belonging to the middle-class and lower middle-class whose average monthly spending relies on petrol or diesel for running two-wheelers.

As many as 23 states reduce the Value Added Tax on fuels to reduce petrol and diesel prices. Amongst states, the highest drop was in Karnataka (Rs 13.35 per litre of petrol), followed by over Rs 12 per litre of petrol in Mizoram and Puducherry. Moreover, while all states chose to forego revenues, Jharkhand has instead decided to provide subsidies and incur higher expenditure. The state overnment does not want to reduce VAT on petrol for everyone and will opt for “objective subsidy benefiting the poor”.
Implementation of 2 Wheeler Petrol / Diesel Subsidy Scheme
There are 61 lakh families that have ration cards in Jharkhand. Out of that, many would have motorcycles. It could be 2 lakh, 10 lakh or 20 lakh, and that needs to be checked and corroborated. One way to give the subsidy would be with Aadhaar based identification at petrol pumps, and provide the subsidy there itself. It is for Jharkhand govt. to make a decision by 26 January 2022, when the benefit of Two Wheeler Fuel Subsidy Scheme will be rolled out.
Need for Fuel Price Relief Offer in Jharkhand
Between February and May 2021, the Central Government had increased excise duty on petrol and diesel by Rs. 13 per litre and Rs. 16 per litre, respectively, amid a sharp decline in revenues due to Covid and related restrictions. Last month, the Centre announced an excise duty cut of Rs. 5 per litre on petrol and Rs. 10 per litre on diesel, prompting some states to announce their own tax cuts to reduce prices.
For instance, in Delhi, the price of petrol came down from a high of Rs. 110 per litre in early November to Rs. 95.4 per litre. Maharashtra, Tamil Nadu, Andhra Pradesh, Telangana, Kerala and West Bengal are among states that have not cut state taxes on petrol and diesel. In Jharkhand, govt. will now start Two Wheeler Fuel Subsidy Scheme in which Rs. 25/L fuel price relief is on offer to benefit poor families.
